asoelnch.exe wont stop, cant be stopped, eating 50% CPU

I am new to forums.  Tried to find a "post' button but could not and could not find help on that so I am starting this thread.  Please excuse if inappropriate.

I am attaching the saga I have been going through with Norton support.  Three separate chat attempts for fixing.  1st person said asoelnch.exe was not Norton and did not know what it was.

I was able to get support email address from 2nd person.  Attachment is email I sent.  As noted in email I understand my machine is old and XP is defunct.  But I expect Norton to work properly.  It did until about 6 mos ago more or less.  Have new PC with 8.1 and will be going to WIN 10 but I need the existing PC to work correctly during lengthy migration process.

Hello. The file asoelnch.exe is the AntiSpam Launcher Component from Norton. Norton antispam is NOT supported by Norton's client integration for Outlook Express in the event you are still using it on XP. If you are using an supported e-mail client listed in the article below please follow the instructions within to integrate the anti-spam addon.
