Backup Stalls Every Time

I am running Win 8.1 (trying to download Win 10 without luck so far) on a Dell 8700.  I have lots of memory and storage capacity on where I putting the backup (external drive P).  My 360 updates are all current.  It seems to be running in 32 mode even though I have 64 bit machine (Task Manager reports).

Every time I run backup, it runs through 2 groups of files just fine, as measured by the % copied.  But the third group stalls at 6% copied of the 266,811 files and folders found.  I have left it going for days without progress.  I have rebooted many times and started the backup the first thing upon restart.  I have checked the backup configuration to make sure it was set to go to P: as well as checking to make sure the appropriate files are being backed up (documents on D:). My C: drive is a bit low on memory (10GB of 200) but that is a solid state drive and I try to put no data on it though it does look like a lot of Norton does end up on it.  Am I doing something wrong with the installation?

I think I am going to need help in cleaning my Public Folder. For example, I have 15 Plugin.dll ranging from 2011-2014, 139 .dat in the Identity folder, 6 N360Downloaders, 6 N360-UpgradeESDND, 6 pairs of NortonN360Downloader, and 10 large files called symcdefs.exe.  And these are just the items that have "Norton" in them.

I find it interesting that the Norton Remove and Reinstall has been uninstalling for 2 hours so far...
