Cannot start Norton UI from tray, desktop and command line

Dear all,


Sometimes last half year (once per month, for example - as I could remember) I can't launch Norton Security from system tray and from desktop, and windows defender looks like activated. 
After downloading and running Norton Remove and Reinstall everythings seems like ok. Until problem repeats.
Can I avoid this issue? What's wrong is with my system?

Win10 Home 64bit. My version is 22.16.4.15. (taken from directory name - C:\Program Files\Norton Security\Engine\22.16.4.15)

Have you restarted your computer? I would suggest checking to see if you have Windows Fast Startup feature enabled. If so, you should disable it. If you use Windows 8/8.1 or 10, there can be an issue with the Windows Fast Startup feature.. See more information here

Thank you.

I have fast boot disabled. I can't launch Norton after system restart too.
I will try today reinstall and remove, but this is not convenient.

ps: Norton Security and Norton WSC Service are running. 

Is Norton protection working? Or I should reinstall software immediately at this point?

If you see Norton Security.exe in the process list of task manager with no name in the User Name column, or System as the name, then you are protected by the protection layers of Norton. If you see a second Norton Security.exe entry with your user name, that is the process for the GUI and the icon in the system tray.

If you still cannot access the Norton GUI after a system restart, it would be wise to do a reinstall. This time, when you run the Norton Removal and Reinstall tool, use the Advanced Remove Only feature.     www.norton.com/nrt    Then restart your computer and log into your Norton Account and download your Norton product from there. Be sure you run LiveUpdate manually a few times, restarting as necessary, until no updates are available.
