Could Norton Sec. Prevent a Webpage from Being Displayed

I have a strange question. Could Norton Security block a webpage from being displayed correctly? (not a feature request).

One website doesn't display and the owner swears I'm the only one complaining about it. I've tried IE, Firefox, Edge and Safari and none will display the page. I've tried another device and it still doesn't work. It is a controlled substance so I can't share the website on here. I've even tried Safe Mode with Networking and nothing. Also I've changed my WAN I.P. address so it is not a web server block.

Have you tried using different DNS servers?

No, but I did try an HTTP proxy from Bangladesh and still a blank white page. I'll try the DNS thing.

Edit - I just tried the DNS using Google's and still the same result. I guess it is on their end because their other website works perfectly just not the one I want.

Norton does not run in safe mode, so that experiment eliminates Norton as a possible suspect.

Yeah I think it is just a shopify bug. Thanks for the suggestions.

Just curious, did you flush your DNS cache after making the change?  You can do that with CCleaner, or Admin Command Prompt >  ipconfig /flushdns

I just changed my DNS to Google's then flushed. Same result.
