Red mark says that Norton Internet Security needs a fix. When I run the fix is says 'performance processing', but it never ends.
Have you tried restarting your computer?
Are you running the 'fix' while using a Windows admin account?
This has been happening to me as well, EXCEPT, after I tell it to "FIX IT" three icons drop into my gutter, and after a few minutes, I am able to close all, and then everything is fine again ... for about 3 to 4 days, when it repeats with the red Exclamation mark over my Norton Icon. Apparently this only pertains to "Performance" not the others.
