Fresh NSD install with scan error and high cpu

Hello, I'm trying to get Norton Security Deluxe running properly on a Win 10 1809 system (just updated). All available MS updates have been applied successfully. This system is a Windows To Go bootable USB disk setup. Installation of NSD completed successfully and was activated properly. Live Update functions properly and I updated until there were no more updates. With default settings an attempted quick scan immediately fails with a 3038,104 error. Also, Task Manager shows the Norton Security process at 50% with the system idling. I've been through a couple of reinstalls. No other security product is installed. Do I need to turn off some features or is the scan error a bigger problem? Thanks

Hello again, Here's some more information version 22.17.0.183 Fast startup is OFF. .NET Framework Optimization process has stopped appearing in Task Manager. Microsoft Compatibility Telemetry runs for a few minutes after startup and disappears in Task Manager. Windows Update Delivery Optimization is OFF. No scheduled scans are running after startup.

Hi, and welcome. If it is a Norton error, try this fix.

Have you done a full RESTART ? as this is often required for Norton to correctly update.

If not, you may want to try that before you do a re-install.

If a reinstall doesn't work, try the REMOVE option, restart and then download a fresh copy from your Norton account.

That will give you a clean install.

Just an FYI that other users have reported high CPU usage by nortonsecurity.exe that seemed to be related to .NET Framework / Visual Studio Native Image Generator (NGEN) optimization tasks (confirmed by multiple users) and the Microsoft Compatibility Service (another possible cause recently identified by CyberNinja15).

See my 23-Mar-2019 post in CyberNinja15's thread One Instance of NortonSecurity.exe High CPU, which includes a link to mickhardy's April 2018 post in CPU Usage About 30% showing how he confirmed the .NET Framework NGEN optimization tasks scheduled in his Win 10 Task Scheduler were causing nortonsecurity.exe activity to spike.

I disabled the two NGEN entries in Task Scheduler with no change in cpu behavior (the other two NGEN's were already disabled). I disabled Auto-Protect and the firewall with no change in cpu behavior. Any suggestions?
