Hello AJ, sorry you are having the same issue as many others are on this forum, If you check the forum, there are numerous posts on the issue that for some strange reason, Norton is ignoring. The Gurus who Volunteer their time here, try to help but can only do so much. This is not a solution but the only way I can log into my vault is to log out out of my Norton account, then log back into the account, then it will allow me to sign into my vault. Once I do this, I may get two or three sessions where it works normal then its back to signing out of my account again. Good Luck

FWIW, on my WIN 7 running the Comcast Version of Norton Security Online (22.214.171.124) and IE11, I maintain both an Cloud Vault and a Local Vault. If you remember that far back - a Local Vault can be set to open when Windows starts. That part of the new NPM functions as it always has. I opened the Local Vault, ensured that setting was selected and restarted my system and upon restart, the Local Vault remained opened.
I can close my Local Vault and select Open Vault from the toolbar and opt to sign into my Cloud Vault. It asks for my Norton Account login and then shows the usual request for password for my Cloud Vault. Then it ask for me to sign into my Norton Account which I do again and the Vault log in shows , I put in my vault password and it finally opens.
Not pleased with this, I restarted my system and elected to open NSO and open the Online Safety square and then Password Manager. Since I was already signed into my Norton Account (shown as Signed in as: at top right of NSO splash page) I got the log-in page for my Cloud Vault and I was able to log in.
Perhaps opening the NPM via the splash screen using the Online Safety square > Password manager may work. Be sure to verify you are signed into your Norton Account as mentioned above.
I thank you Yank But in IE 11 It won't even complete the sign in from the tool bar You get the Lets get started box and and sign in but in the end you get this somewhat stupid message from Norton saying their sorry but the site isn't working(or something to that effect) and to try later....You can try as many times as you want and get the same message...I attached the Screen shot.
Norton has the problem I feel sure!
Have you tried signing in via the Online Safety square > Password manager?
Be sure to verify you are signed into your Norton Account before doing the above.
Interestingly enough, IE 11 itself can manage your passwords

Please navigate to Tools then Internet Options:
With the corresponding window that comes up please navigate to “Content” tab then to “Settings” where AutoComplete is:
In the next window that comes up, please navigate to the Manage Passwords:
I mean (usually) when you enter credentials on a Website, IE will intuitively ask “Would you like to save this password etc. and then that info is correspondingly stored in that area. I guess it helps when i’m navigating logins with respect to my anime sites. As for your question about if it can import your Norton password vault; not sure about that - - i’m going to say no. Maybe what you will have to do is just re-visit every site you need creds stored, and allow IE to store them, at least until Norton gets this feature straightened out.
