I have won a phone pop ups

I keep getting a pop up saying I have won a phone and to click OK to receive it, the only way i can get rid of it is by closing the Chrome browsing window. My Norton security is upto date and pop ups are off  in Windows 10 why hasn't Norton stopped it.

It depends on the source of the pop up. That kind of pop up is often caused by some malicious ad on a site you are visiting. To help stop that kind of pop up, you can install an ad blocker extension in your browser(s). 

You may have gotten a PUP, a Possibly Unwanted Program. While they are annoying, they do not cause damage to your system. Some people actually want the 'Features' offered by these programs. They are usually downloaded alongside a legitimate download when you do not uncheck the option for the additional download.

Norton products concentrate on malware that can damage your system, that is why some PUPs are not detected.

I would suggest a second opinion scan using the FREE version of Malwarebytes. You can find it here http://www.malwarebytes.org/products/malwarebytes_free/

Be sure you do not accept the offer of the free trial of the Premium version.
