Identity safe works when viewing IE 11 on desktop but not on touchscreen version?

If I open IE 11 from the Windows 8.1 touchscreen, I see no toolbars. Even with the vault open in the desktop version, then flipping over to the touchscreen version, autofill of passwords does not take place. Does Norton Identity Safe only work on the desktop?

As you have already surmised, this is as intended by Microsoft in their original design for IE when running in the "Modern UI" on the Windows 8.x platform. Also known as the "Metro Mode" of IE10 (on Win8.0) and IE11 (on Win8.1), these browsers are intended to operate "plug-in free" (no toolbars, etc.) while in this UI mode.

Thanks for the clarification. I guess the Identify Vault spoiled me, as I hate having to remember so many different PWs, especially since they need to be rather complicated these days.  Just wanted to make sure I wasn't missing something somewhere.
