Install Password Manager in IE11 without Using Edge installer

I have a few Windows 10 Pro 64 Bit systems that are managed at the enterprise level. I am NOT allowed to run Edge on these systems. Please note that for these systems, Edge has been disabled and is not something that I can override. My users need to be able to install NPM into IE11, Anyone have an idea how to do this? I was able to add the NPM extension to Chrome.

As a starting point, please have a look in IE11 under Tools > Manage Add-ons >Toolbars and Extensions.  Is there a Norton Toolbar extension shown and is it enabled?

No. The Norton Toolbar extension is not shown. Please note, this is new system with a clean install (no bloat-ware). There are no Norton products installed. I need to be able to install the NPM extension to IE on this system without using MS Edge.

I think you would need Norton Security installed as the extension should automatically be installed then but would need to be enabled.  I know of no other way anymore as the stand-alone ID Safe has been discontinued.
