I've had to disable the new Identity Safe. It doesn't work and it causes some sites to never stop loading.

This is happening in Firefox 49.0.1.

It doesn't fill in ID and password, and it causes some sites to never stop loading. Two examples of sites that continuously load are motherjones.com and internationalskeptics.com. When I disable Identity Safe they load fine.

Not sure what is causing what you are seeing. I just tried both those sites and did not see any reloads.

Try uninstalling the extension. Restart your computer and reinstall the extension. Then see if things work correctly.

I did a new Windows install, so naturally I did a full reinstall of FF and Norton. Everything is clean.
I'm still suck on the "Signing into your account" screen, even though it shows me as signed in at the bottom of the "Your Vault is Locked" tab.
Also, now when I click on the 3 dots on the Norton Toolbar, they light up gold, but nothing opens anymore.

Try clicking on Sign out beside your email on the Vault is locked window. Also look at your main Norton product and click on your email at the top right, and Sign Out. Then restart FF, and try logging in again.

It may be a fresh install, but there is still a possibility that there is something wrong with the Extension installation. If signing in and out does not help, try my original suggestion to uninstall the extension and  then reinstall the extension and test.

Thanks for the suggestions @peterweb. I eagerly tried them all. It seems Norton is ot eager to sign you out. Or maybe it's just slow. After numerous clicking and restarting (even rebooting), it signed me out on FF. Reinstalled, still no luck.

Then I tried this: Signed out of local account. Removed the extension. Rebooted. Made sure I was still signed out of my account. Started Firefox, reinstalled the extension.

It showed me as signed into my account.  How did it even know?  That strikes me as some sticky data that shouldn't be there. Although it still isn't able to log in, so I guess it doesn't matter.

Did you also sign out from your main Norton product as I suggested above? ie Norton Security. You need to sign out of both places.

Where were you seeing you were signed in? In the FF extension?

I was also referring to the main Norton Security screen. In the image below, it would be where you see Sign In at the top right. You need to sign out of both the one you show from the ID Safe login and the one from the NS screen.

Yes. I was signed out of the local main NIS. The extension was removed. I rebooted, re-installed it, it miraculously the extension showed me as signed in on FF, even though I was signed out of the desktop app.

Well I just tried the process I described to you and did not see being signed into my Norton Account in the FF extension.

Not sure what we are missing here in your case.

That did NOT fix it. After reinstalling and restarting it's still doing the same thing. It also happens on Facebook.

If you're using AdBlock Plus, try disabling Easy Privacy in the Filter Preferences. That made it work for me, but it's still pretty unfriendly.
My subscription is up in a month. I'm giving McAfee and Intel True Key a try. on one or 2 machines. Only a couple of days in, but liking what I see so far. Pretty smooth interface with FF
