A More Advanced Outlook Anti-Spam

Listing email addresses as "Blocked" just puts them into the Outlook 365 "Junk Email" folder.  I would love to have an Advanced option to block Blocked emails so completely that they don't even appear in the Junk Email folder.

It sounds like what you want is a filter that will move the junk mail addresses emails to your trash folder. You can do that manually with a filter in your email clients. 

I would suggest that by putting emails in the junk folder, it is a safety net in case you add an email address by mistake. 

Things happen. Export/Backup your Norton Password Manager data.

If you are talking about blocking spam messages so they never even reach your email client, that is something you never want to do.  Spam detection is never exact, and legitimate messages can sometimes be mistakenly classified as spam.  You always want to have a folder for spam where you can periodically check the contents for mislabeled messages.  I have found important messages that have wrongly wound up in the junk folder more frequently than you might imagine, usually as a result of the spam filtering offered by my email service providers.

Hopefully, you can adjust your ISP's Spam filter so it doesn't delete Spam automatically. That way you can do what SOJ suggests. What one person considers as Spam may be important email to another person..
