New virus disables Norton

Contracted something that changes registry, permissions,keeps norton products from starting,6 Heur. processes running (as found by beeping computer's rkill program), changes proxy setting so power eraser won't update/run, added 632 PUP enties to registry.Shows a "Norton security will not start due to an internal problem" and upon rebooting everything stopped by rkill starts up again. Norton program won't repair,won't let removal tool run. Won't allow remove and reinstall acess to norton/symantec server.When removed with revo uninstaller,it can be reinstalled, but doesn't run (task bar icon has a grey slashed mark in place of a green check or red x) I contacted Norton by email but got no response.  Can anyone help me? Effected PC and laptop. PC had to be wiped out and reloaded because it hides somewhere and comes back even with a restore from april. Had to re initialize drive and re partition. Don't want to do this on laptop if I can get a non-data loss solution. Is this virus new or has it been around awhile?

Papasqueee. Boot the affected PC in "safe mode", select "without networking". On a clean PC download Malwarebytes onto a USB device, then insert into the affected PC. Attempt to run MBAM on the affected system without MBAM checking for updates, it should perform its functions. When your system has allowed MBAM to run and has completed DISABLE your wireless network connection and/or ethernet connection and perform a normal boot. Let us know if you are successful clearing your system.

Choose one and stay with that expert until your system is declared clean.
