I am using Windows 10. As of 7/24, I cannot open the Identity Safe Vault. I cannot open it from the application or from the Chrome browser. Help!

run LiveUpdates several times until no updates found > re-start not under the influence of Fast Startup > repeat
Just as mysteriously as Identity Safe Vault stopped working, after multiple reboots, it is now working. All day on 7/24 I could not open the vault. Mysteriously, on 7/25, when I opened my browser, the vault was accessible and I logged in. I don't know what resolved the issue.
