Using a VPN is going to be CPU intensive. All data going out and coming into your computer is being encrypted and then decrypted as part of the protection. It may also depend on what kind of data is being processed.

How much CPU is attributed to the Norton VPN processes?

What are the specs of you system? CPU and speed/memory? What OS and version are you using?

from 15-20 % CPU taken up. 

System: i7 4800 MQ intel quad core 2.7 GHz, 32 GB RAM, Windows 7 Pro.

Is Norton's VPN shown as using 20% CPU, or is that the total CPU usage? What is the total?
