Norton Toolbar Issue with IE11

On my Vaio Flip 15, when I attempt to enter the Vault Dropdown, the dropdown pops up, disappears and makes IE 11 flash active then inactive then active again. When the auto fill occurs, IE will flash active and inactive making it hard to click sign in or whatever for maybe 15-20 times before it stops trying to auto-fill. I have updated everything I can, Windows 8.1 updates, any IE updates, any Norton updates. I've uninstalled Norton and IE and reinstalled in any combination but nothing seems to fix it. Since the Vaio has touch, I am more successful in stopping this annoyance early. If I can click the Search bar in the dropdown quickly enough and start typing, sometimes that will allow me to keep the vault active.

This doesn't happen on any other device I have been on in my household so I don't know what's so special about my Vaio. I have asked Microsoft and Sony but they said "If it only happens on the Norton Toolbar, then its the toolbar" but the way it acts up sometimes makes wonder if something else is at play. But it only happens with the Norton Toolbar so... any ideas?

Have you disabled Fast Startup? That has fixed many issues, not only with Norton, but other programs as well. Perhaps that will fix this issue also. Thanks.

Success always occurs in private and failure in full view. Windows 10 Pro 64 bit Norton Core Security Plus Core Firmware 282 I E 11 Chrome latest version.

Thanks floplot!  I checked if Fast Start Up was on and it wasn't so this issue is happening during that feature being off.

Im all ears for more suggestions and checks... Its annoying when needing to use my notebook.
