Norton & Windows Firewalls clashing causing Store problems

The following is a Copy / Paste from a posting I have made on the Windows MS Forum which involves Norton 360:

Thanks for your reply.  I seem to have identified the source of the problem.  However, the solution is only a temporary one so you may be able to help me with finding the long-term solution.

When I get 'purchase cannot be completed' and 'app cannot be installed' messages it is because the Windows Firewall has been turned off ---- if I turn it on again (restoring the default settings) current problems with the Store go away.  But a little while later they re-appear and I find that the Windows Firewall has been turned off again.  This is presumably because Windows Firewall is being turned off automatically by my Norton 360 Anti-virus software to prevent the two Firewalls from clashing.  I remember when I installed it there was a statement that Windows Defender needed to be disabled.

Can you give me advice on what to do to resolve this permanently?  I can also ask for advice from the Norton community Forum, to which I subscribe.

What also puzzles me is why this issue has suddenly appeared, after using the W8.1 Tablet with Norton for several months without having Firewall difficulties.

What is the Smart Firewall doing in N360 that is giving you a issue in a store? The Windows Firewall is supposed to be turned off if you have N360 installed. What is being blocked by the Smart Firewall? What operating system do you have?

Thanks for responding My OS is Windows 8.1. It is quite clear now that the problem is caused by the Windows Firewall settings ---- when this is set to the recommended defaults I can instantly install again from the Store. I also get reports about it from the Activity Centre. Is it not the case that Norton switches off Windows Firewall if it detects it, or am I mistaken about this? The issue now is why did this only recently show up and what can I do to stop it repeating? If not Norton, then what? I have not so far seen any evidence that the two Firewalls are in conflict ---- what evidence would I expect to see? Clayto

Maybe it depends on your definition of default.   Pics show W8.1 Windows Firewall default with Norton product installed.

I am sorry, I do not understand this.  One says the Windows Firewall is ON, the other says it is OFF.  Surely they can not both be correct at the same time?  Is the 'inbound connections .....' setting the cause of my problems (as I suspected it is)?  It says it is 'managed by Norton.  What do I do about it?

Windows Firewall should be off.

I'm not familiar with the Norton 360 user interface. But go to settings, firewall, program control, look for Store Broker "C:\Windows\WinStore\WSHost.exe, on the right in the drop down menu make sure it's either set to Auto or Allow. Click apply and OK.

That should allow Windows Store to work with Windows Firewall disabled. Norton 360 comes with a software firewall which is why Windows Firewall isn't necessary.

If that doesn't work you can reset the Norton 360 firewall. Go to settings, firewall, general settings and click [+] Reset next to Firewall Reset. Click Apply and OK. This will return the Norton 360 firewall to it's default state.

Then see if Windows Store functions as expected before changing any settings in Norton 360.

I tried Windows Store and it worked. I'm using Norton Security and it's firewall. I don't have much trust in Windows Firewall :S

 Windows Firewall is running under the control of Norton.  Windows Firewall is necessary even with Norton product.  eg: Window Updates runs under Windows Firewall.   Program Control is under the auspices of Norton Firewall as explained by SGFC....

Hi ---- I checked the  Norton setting ----  for the Store it is set to 'Allow'

I will try setting Norton to default to see what effect it has.  Up to now it has taken a while for the problem to show up after I have reset the Windows setting to default, about an hour or two  ---- that is the 'window of opportunity' if I want to install something from the Store.

I think part of the confusion is that one area (Action Center) reports that the firewall application is OFF  and another area (Services) is reporting that the firewall service is in fact still on.   Thus the function of the Windows Firewall is being managed by Norton to the point where it is not actively monitoring, but the firewall service is still being permitted to run.

I may be wrong, but I believe with the Firewall Service still running, it would permit the Windows Firewall to begin running if Norton Firewall was disabled/Norton program removed.

@SendOfJive  may be able to shed some additional light on this topic.

I have reset Norton.  The Store is again reporting that 'purchase cannot be completed' and 'app cannot be installed'.  One  error report specifically states that this is because Windows Firewall is turned off and that it should be turned back on.

I do not set any specific options in Windows Firewall, I merely click on return to Default, then the Store works (until a couple of hours later!)

 What do the other error reports, if there are any, say?  It is hard to imagine how the firewall would be causing the error messages you are getting.  What app are you trying to install?

I do not know why Windows Firewall has to be turned on, I was surprised when I got the message for the first time, in the past few days.  But turning it on certainly gets the 'purchase' and 'install' functions of the Store working again. Something to do with the security of commercial transaction perhaps?  I will check again to see if I can get the exact wording ---- it would not Copy.  I do not want any more apps from the Store at present (I am low on HDD space) so to do this I have to start a 'fake'  transaction and be prepared to uninstall if necessary.

The firewall service is required for all "modern" apps to run, including the store. The firewall service actually houses more than just the firewall itself, and you pretty much need to leave it enabled for Windows 8 to function properly. If you aren't using it or don't want to, the proper way to disable firewall functionality is to go into the Windows firewall control panel applet and set the three profiles (domain, public, private) to "off".

I am not at present trying to install anything in particular --- in the last few days I have installed several Store apps, mainly enhancements for Copy / Paste.  Most recently an alternative to WMP failed to install, generating an error message.  I really dont think it has anything to do with the apps themselves.  I will see if I can include a clip of the relevant error message.

I have tried but cannot get the Snipping tool to operate in the Store  --- only in Desktop.  Anyway, at the moment I am not able to reproduce the 'Windows Firewall' error message, but I do get the 'not able to complete purchase message' which has the error code 0x80073d0a.

Have you disabled Fast Startup? Having it on causes many problems with Norton and other programs also. Perhaps turning off Fast Startup might fix this problem also? Just an idea.

So, lets presume 'Restore' Windows Firewall resets all changes since Windows was installed.  Does Norton have the ability to take control again without a Norton install ?

If you are having problems with your Norton product, I would suggest that you try the remove and reinstall tool. If you decide to use that, please read the warning before you use it.

Please come back and let us know if this has helped your problem. First though I would turn off Fast Startup. Remember to run live update until you get all the updates and restart when requested to.

It sounds like the MpsSvc has been disabled...  360 nor NS disables this Win-8.x background service - but something else may have -

Go into Windows "Computer Management" (via - Control Panel > Administrative Tools > Computer Management) and confirm that the MpsSvc (Win-8.1 Windows Firewall Service) "Startup type" is set to "Automatic" and that it is currently "Running"...

This service is a necessary background component which must be actively running in order to satisfy certain elements of the Win-8, Win-8.1, and Win-10 "Windows Store" new product acquisition / installation verification requirements...

That error code concerns the Windows Firewall Service which, as was stated earlier, is not the same thing as the Windows Firewall itself, and needs to be running.  Here is the Microsoft write-up on the issue:

I got as far as Computer Management but then I could not find anything that answered to the name 'MpsSyc' or what follows.  Nor could I find it through Search.

I tried to post a reply but it has disappeared.  It was about the link to the MS article

Win8: App: Modern: Modern UI Apps fail to install with error 0x80073d0a if the Windows Firewall service is disabled

and that we are clearly in the right area.   I have set the Firewall back to 'recommended' settings which is what I have done before so I expect it to work, but only for a brief period, then it gets reset.

I have opened Services.  Firewall is shown as 'running' (now) but Startup is 'Manual'.  How do I change that to Automatic?  Clicking it has no effect and I cannot see how to change it.  I have also landed on Windows Firewall Advanced Setting which presents an error code Ox609.

Try > right click Windows Firewall (Services) > Properties > Startup Type > Automatic > Apply
Reboot and check at ~ Running Automatic

Hello all

The Windows Store is still working OK several hours after I carried out the recommendations made above, so I am optimistic the problem is now resolved, and if not it will only be a matter of minor tweaking what has been done.

I have had popups when downloading saying the Ant-virus has been disabled but I also still get Norton's popup saving 'xyz is safe' so I guess it has been Windows generating them.  The circumstance has not arisen since I implemented the last advice so it may have stopped.  If it does return I will have to post again I expect.

Anyway, for now at least I want to say 'thanks to you all' for the help ---- it has been very instructive and much appreciated.  I have checked the solved box.
