Old program flagged as threat

I have a program, FormatFactory, that I've used without issues for many years that is now being flagged by Norton as a threat. It doesn't matter which version I have installed, Norton wants it gone. I select 'exclude'  and get the same popup warning the next day. How can I permanently exclude this program from being detected as a threat? Thank you.

Um, did you exclude Format Factory Signature to Exclude from All Detections > PUA.FormatFactory
