Online Vault out of sync with local changes

I recently did a major overhaul on my passwords in Norton Password manager on my laptop. Spent over 10 hrs changing/strengthening passwords, testing them, and deleting obsolete ones. Over a hundred changes. I use Password manager on multiple WIndows 10 computers and a couple Android devices. The changes I made did not all sync with the other devices--some did, many did not. The other devices are consistent with each other and with the online vault. Further changes seem to sync like they should.

So my problem is I have one machine that's way out of sync, but that's the updated one with all the work invested. I've tried to make it sync with the cloud, it says sync successful, but the issue remains. I made a .dat file and exported it to the other computers and that worked. But I still can't sync to the cloud, therefore no way to update the mobile devices. 

What I really want to do is force the cloud vault to look like the .dat file. Is there any way to do that short of opening a new norton account and importing it fresh? I'm not sure how sync is supposed to work...does it parse the whole file (doesn't seem to) or is it just looking for changes? Is the idea to make all devices look like the Cloud Vault? What does it do with data conflicts...save both versions?

PS I don't believe I am using a local vault. But somehow my changes are stored locally?

Not sure the following will help you, but some interesting points in regards to "how you Import" your data - Merge or Replace:

The Merge imported data with existing data and Replace existing data with imported data options appear when you import Norton Password Manager data from a backup file. You can merge the imported data with the vault that you are currently signed in or replace the existing data stored in your vault.

Sync local vault to cloud vault
You can sync the Password Manager data from your local vault to the cloud vault. When you move the data from your local vault to cloud vault, all the data in your local vault is removed permanently. 
The latest versions of Norton Security support only the cloud vault feature. If you have local vault created using the earlier versions, you need to move your local vault to cloud. You can no longer continue to use local vault. You can use the Merge option in the Go Cloud? window to move your local vault to cloud. 
The Go Cloud? window is enabled only when you have created a local vault.
The following are the benefits of moving your Norton Password Manager data online:
Lets you access your Password Manager data from any computer.
Your computer must have the Norton Security installed and must be connected to the Internet.
Lets you access your Password Manager data on any device through the Norton Password Manager website.
Provides a convenient means to automatically synchronize Norton Password Manager data across different computers using your Norton account.
You must sign in to Norton to move the Norton Password Manager data from your local vault to cloud vault.

Hello Edward. Make sure you have remote management enabled in your Norton product settings on the Windows systems.

Just a thought for something for you to check in settings across all your Windows devices. In your windows settings open Accounts then look all the way to the bottom on the left side. See if you have the settings enabled like in the screenshot below. All my systems are set in this manner and synch perfectly.

On your mobile devices log into your vault, you can swipe from the top down (middle of the screen) and your vault should synch with the cloud.

Thank you so much for taking the time to reply. I had found the first link you supplied. I have always used "Replace." I've imported data--replaced--on three computers now. Yet when I check the web-based vault on norton.com, it remains unchanged. 

I'm even more sure now that I am not using a local vault. I've never encountered "Go Cloud." And i've been syncing data across all my devices for years. Until now. I'm just a bit confused by the terminology: local vs. cloud vs. chrome extension. I don't believe I have the old local vault, but Norton obviously has some local version, if only temporarily until it is synced, because I'm looking at different versions of my vault. 

I need to try a few things when I have some time. It's just hard to get an understanding of what's going on behind the curtains. For me anyway.

Again, thanks for the response. My Remote Management is enabled. I discovered how to sync mobile device, but thanks for the tip. My windows syncing is "off" , but I'm not sure I want to turn it on. I can't see where that would affect Norton syncing, but maybe I'm wrong? I've always resisted signing into Microsoft Live acct. and all their attempts to suck me into their eco-system.
