Password Manager only partially synchronizing

On my laptop I have Norton Internet Security installed.

I use the Password Manager on my laptop via IE as well as Chrome.
I also use the Password Manager on my Android mobile.

When I make changes in the NPM via Chrome or my mobile the changes are synchronized and visible from all devices/interfaces.

However, when I make changes via the GUI or via IE then the changes are not synchronized hence they are not visible in Chrome or my mobile.

This problem only started recently, I think it was after an update relating to the name change from Identity Safe to Password Manager when I was using Chrome on my laptop.

What do I need to do in order to get my synchronization fully functional again?

Is it possible that you still have a local vault on your system? If so, that is still only available to IE and the Norton Security GUI. If you happen to be logged into a local vault when you use the GUI or IE, then any changes would not get sync'd to the cloud vault used by the other browser extensions.

No I don't have a local vault - at least I don't think so:)

Some months back I did have a local vault and had synchronization issues. The local vault was removed and my Norton Internet Security re-installed. On testing I confirmed that I had full synchronization taking place.  However recently I have noticed that I now only have partial synchronization.

Is it possible that the local vault is back in action?  How can I check?

In my General tab of the Password Manager Settings, I only have Toolbar Options and Browser Extensions - I don't have an option to convert a local vault to a cloud vault.

How did you remove the local vault? If you allowed ID Safe to merge your local vault, that generally will remove the local vault.

To check if you still have the local vault active, open your Norton Security and look for your email address at the top right of the GUI. If it is there, click on it and sign out of your Norton Account. Next, click on the Online Safety button then on Password Manager. If you are not asked for your Norton Account email  and password before the vault password, you still have the local vault. 

If this is what is happening, IE can still be using a local vault. And your Chrome browser would be totally independent from the local vault being used in IE. Therefore no syncing possible.

Following your suggestion in your reply, I signed out from my Norton Account, (via the GUI),
 and then on opening the NPM I was first prompted to enter my password associated with my email address and then prompted to enter the NPM password.

I created a new note and signed out from both the NPM and the Norton Account.
I then restarted my laptop.

I then ran Chrome and on opening the NPM I was first prompted to sign into my Norton Account before being prompted for the NPM password.
The new note previously created from the GUI interface was not there!

Some months back I did get online support who merged the local vault to the cloud, however the synchronization still did not work and the call was escalated to the next level support. The next level support remotely cleared and reinstalled the Norton products and after several hours the synchronization was working.

I am hoping to avoid going through that process again:)

I just tried creating a new login and a new note in NPM in the Norton Security GUI. They both were available immediately in my Chrome NPM extension.

Are you sure you are clicking on Save after you create the new note or login in the Norton GUI?

Yes, because after having restarted the laptop and accessing the NPM via the GUI the note is there but when opening the NPM via Chrome, or my mobile, the note is not there.

Not sure what I am missing here. It worked fine for me.

Maybe time to contact Norton Support to see if they can help diagnose this.   www.norton.com/contactcs
