Password Manager Says Unique New Password Has Been Compromised

Why does Password Manager say that my wife's Ebay password has been compromised, when she has only just changed it to a new one that she has never used anywhere before?

The message says, "Change your ebay.co.uk password immediately
Your password is compromised.  Norton Password Manager can help protect you by automatically replacing it with a stronger password and saving it in your vault.

The auto fix generates a random password and, with that in use, she does not get the error message.  However, if she changes the password again to something that she might be able to remember (but which is new and unique, never used on any account before), the error message returns.

The system is a PC with Win 10 Home v.1909, Chrome Browser .Version 80.0.3987.149
