Service Notification popup window shrank and can't be dismissed

At some point, I accidentally hit a key sequence that tiled all windows on my desktop. At the time I did this, the Norton Service Notification popup window that pops up on the lower right was displayed. This screen shrank as it was tiled along with all other windows. 

Since then, the window always appears this size and I can't access the buttons that allow me to dismiss the window (see attached screen shot) nor can it be grabbed and moved. I tried to using Alt-Space to access the system menu but the restore and size options are grayed out and there is no Move option. I can minimize it, but the next time it popups, it is the reduced size again and positioned in the same place in the middle of the desktop, and I still can't access the "normal" screen controls for it. Rebooting removes it till the next time it pops up, but it still retains this reduced size the next time it pops up.

Have you tried right clicking on your desktop and clicking on Display Settings. Then check your screen resolution and the size of text, apps and other items. Check that the resolution is the default for your monitor, and that the text, etc setting is 100%

Also check that the Windows Fast Startup feature is turned off and then restart your computer again. If you use Windows 8/8.1 or 10, there can be an issue with the Windows Fast Startup feature.. See more information here.

Yes, I have checked resolution related items and they have not been changed. Note that this laptop often moves between being docked (with two monitors) and roaming freely by itself.  This alone causes the screen resolutions to change as the displays are not all the same native resolution, and I do not make any explicit changes between docked and not docked modes. No other apps have an issue with docking/undocking, but it's very possible that this plays a part in it. This is an eventuality that Norton assumed wouldn't occur. If the window was created as movable or re-sizeable, I could simply re-position it myself, or if it were coded to respond to screen resolution and docking and undocking events, it could repaint itself in the correct location. 

Note that this is mainly an annoyance as it does not affect Norton protection functionality, but rather prevents Norton from allowing me to respond to the screen solicitation for more services I can buy from them.

If you do not have any luck with any Windows settings, maybe a reinstall of your Norton will resolve the issue. Using the Norton Removal and Reinstall Tool is quick and easy.   www.norton.com/nrnr
