when I try to open the vault, it says a system restart is required

Every since my last update, when I try to open the vault, it says a system restart is required.  This is very annoying.  Anybody got a solution?

Hello Bruce. Lots of us are experiencing this. I've just logged-in (I remembered the ID/password) and there were the dreaded words "ACCESS VAULT".

Some cured it by updating their Norton and Windows but others have been left in the dark by Norton, despite this being a paid-for product.
