Why does Norton Indenti Safe default to Windows Explorer

In Identi Safe settings I listed Chrome as my default browser.  However when I go into Identi Safe and enter one of my secure websites it is opened in Microsoft Internet Explorer.  How do I fix it?

In Chrome settings, is Chrome set as the default browser? The OS might see IE as the default.

Chrome is set as my default browser.  The only time Explorer pops up is when I launch a secure website directly from the Norton Identity Safe program .   If I launch the website from Chrome is stays in Chrome.

Have you enabled the Norton Toolbar and Identity Safe extensions in Chrome?

Settings >Extensions.

Win 10 Home x64, NS 22.5.5.15, AMD A6-5400K APU and 6GB RAM

Success always occurs in private and failure in full view. Windows 10 Pro 64 bit Norton Core Security Plus 22.18.0.213 Core Firmware 282 I E 11 Chrome latest version.

Well, yes, if you are using Chrome, entering a URL in that browser will open the website in Chrome, no matter what browser is the default.  It is only when opening a website from another program, such as clicking a link in an email or Word document, that the default browser will open.  It definitely sounds like IE is your default.  Email yourself a link and click it with no browser open and see if Chrome or IE launches.
