This does not happen always, it happen occasionally and usually for solving this issue you need to manually use a Live Update feature to get newest toolbar update in few hours/days later. This time, it needs more time (a month) to get toolbar enabled again after Firefox updated.

Considering that Mozilla announced on May 4 2015 that "Developers who rely on binary XPCOM should update their code as soon as possible to prevent compatibility issues."

At that time the scheduled release of the affected version of Firefox was August 2015, fortunately for Norton this was delayed until 23rd September as they have just in the "last few days"* submitted the updated version of the Toolbar add-on to Mozilla for approval, on average, in the past, this has taken about "a month"*, so do not expect to be able to use your password 'Vault' or know if a site is 'Safe' till the end of October. Poor show Norton

I looked at the OP's question in a more general manner and my response pertains to their question primarily prior to the last couple of Firefox updates, and may in general practice have some impact on the last updates as well. 

In general terms, it has been suggested that you receive the Norton Toolbar Browser Add-on (via LiveUpdate) prior to receiving the Firefox update.  It has been recommended in the past to avoid the auto-download of the latest version of Firefox, by changing the Options setting on the Advanced Tab to download, but let the user decide whether to install - thus  ensuring the add-on from Norton is present prior to install the update from Firefox.  This has for the most part in the past, avoided situations with incompatibility of the NTB add-on with the newer version of Firefox.

I know this info, although relevant, will not help to make things compatible now, but since a new NTB Browser add-on was not presented by LiveUpdate (and FF was not auto-updated) it would still provide you with a functioning (but outdated) Firefox that the Vault and Safe Web still worked with.

I now return you to follow thoughts on the present situation with FF 41 update.

Hi, and many thanks for you all who have taken the time to reply. All the comments you make make it sound perfectly reasonable and that this situation is acceptable. Norton provide a very useful application that I use all the time, but these days it seems to be disabled more often than not. I do understand the problems that can occur when release dates slip etc. but it is made in my case more frustrating in that I cannot find easily when it will be addressed by Norton releasing an update, short of just waiting for it to arrive via a live update. Perhaps the last comment is just me, in that I am not looking in the correct place for this information but as FF when it disables this puts up the generic Norton website address, would it not be more reasonable for this link to be more specific and actually concern just the disabled application. I can hear the replies already saying that this is under the control of FF but at least I have made my thoughts known.
