Norton Scan starts during windows 10 login screen - freezes Laptop

I believe Norton Scan are starting during windows 10 login screen  which then is preventing me from login for several hours - only realised this was happening when checking scan history after one such event - If I need to use my laptop I have force a shutdown, reboot and ensure I login immediately ( before scans can start ) - Has anyone noticed this or am i mistaken?
