why must I sign in to NAS for backup?

Using WD My_Cloud as a Network Associated drive, I find Norton cannot access the drive. IF I go to file explorer, I find the drive is inaccessible until I sign i to it. Why cannot Norton sign in itself? Why do I have to sign in anyway?

The sign in is just a security feature so that only the authorized owner of the backups can access the files. It may also be due to the fact that most backup users are using the online backup space. Again, it would be a security check.

Not sure why you say that. Do you have the  backup set to run automatically? Or do you always just run the backup manually, and disconnect the external drive when not using the backup?

This sounds more like it might be a security feature of the drive software/firmware.  Can you post a screenshot of the login request?  Instructions to post screenshots can be found here

Yes, I do have the backup set to run automatically

but it doesn't due to the lack of sign-in to the NAS (unavailable according to file explorer until I sign in)

I guess Windows forgets credentials?

anyway, one more step human required, one more way to make something unreliable

My point is that in this case, it does not sound like a Norton issue. 

When you mapped the external drive, did you check the option Reconnect at sign-in?
